Our commitment
We want this site to be usable by everyone, including people who use screen readers, magnification, keyboard-only navigation, voice control, or a slow connection.
That commitment follows directly from what the group exists to do. A website about universal access that is itself hard to reach would be an odd thing to publish.
The standard we aim for
We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA.
Where we currently stand
The site is partially conformant with WCAG 2.1 Level AA. "Partially conformant" means most of the site meets the standard, and the known exceptions are listed below. A full formal audit has not yet been completed.
What we have built in
- Semantic HTML structure, so headings, lists and landmarks are announced correctly.
- Descriptive text alternatives (alt text) on images that carry meaning.
- The site is keyboard-navigable: all interactive elements, including the language toggle, can be reached and operated with the keyboard, there is a visible focus outline, and every page has a skip-to-content link.
- The page language is declared in the markup, and the EN / 中文 language toggle updates the
langattribute on the<html>element, so screen readers pronounce the content correctly. - Layout that works down to a 380px screen width without horizontal scrolling.
- Text that can be resized in the browser without content being lost or overlapping.
- All non-essential motion is disabled for visitors who enable "reduce motion" in their system settings.
Known limitations
- Some small monospace labels use gold on a dark background and may fall below the 4.5:1 AA contrast ratio at small sizes. We intend to darken or enlarge these labels.
- The animated world map and the pillar background visuals are decorative and are not essential to understanding the content. They convey no information that is not also available as text, and all non-essential motion is disabled for visitors who enable "reduce motion".
If you find a barrier that is not listed here, we would rather know.
Tell us about a barrier
Email info@pioneerunion.com with the page address and a short description of what happened. You do not need to know any technical terms — "the menu wouldn't open with my keyboard" is a perfect report.
We aim to acknowledge within 5 working days and to tell you either when it will be fixed or why it cannot be.
If you need content in another form
If something on this site is not accessible to you, ask and we will provide the content another way — plain text, a larger-print document, or a direct answer by email.
Technical information
This site is a static website built with HTML, CSS and JavaScript. It is designed to work with current versions of common browsers and assistive technologies. Some functions, including the language toggle, rely on JavaScript.

We review this statement whenever we change the site's front-end, and at least once a year.
